In 1992 under President George H.W. Bush the government made low flow toilets, a toilet that flushes 1.6 gallons per flush, the highest maximum water a toilet can use per flush. Previous to passing this law in the 1980s most toilets used 3.5 gallons for a complete flush and in 1970s 5 gallons per flush was the standard. Under this law all buildings constructed after 1992 had to have this type of toilet installed in all new homes. This law also prevented the sale of a toilet that flushes more than 1.6 gallons of water. Many people had a hard time with this law and a few governors try to revoke the law claiming that these toilets were ineffective. Claiming they wasted more water because they required more flushes. However six years later a report came out showing that the US decreased its water usage by 15% since the bill was enacted.
